Call for proposals “DEVELOPMENT OR PRODUCTION OF STEP TECHNOLOGIES IN THE FIELD OF DEFENCE AND SECURITY” is open!

The purpose of grant and amount to be granted

• To promote the development or production of STEP technologies in the field of defence and security, including special components and special machinery used in the manufacture of end products.
• A total of €46.57 M will be allocated to projects.

Eligible activities

• Development of STEP technologies in the field of defence and security, including special components and special machinery used in the manufacture of end products, i.e. R&D activities (Activity No. 1).
• Manufacturing of STEP technologies in the field of defence and security, including special components and special machinery used to manufacture end products (Activity No. 2).
• Training and upskilling of employees working in jobs created during the project (only when implementing STEP technology manufacturing activity) (Activity No. 3).

Subsidy amount

• Activity No. 1: from €0.5 M to €3 M.
• Activity No. 2: from €0.5 M to €8.7 M.
• Activity No. 3: up to 3% of the amount of funding requested for Activity No. 2 (i.e. up to €0.3 M).

Subsidy intensity

Activity No. 1:

• Up to 60% in the Central and Western Lithuania (CWL) region:
  • 40% for experimental development;
  • +20% for small and +10% for medium-sized enterprises.
• Up to 50% in the Capital region:
  • 25% for experimental development;
  • +20% for small and +10% for medium-sized enterprises;
  • +15% if a partner participates in the project.

Activity No. 2:

• Small enterprises: Vilnius County 50%; Klaipėda County 70%; Alytus, Kaunas, Marijampolė, Panevėžys, Šiauliai, Tauragė, Telšiai and Utena County 75%.
• Medium-sized enterprises: Vilnius County 50%; Klaipėda County 60%; Alytus, Marijampolė, Panevėžys, Tauragė and Utena County 70%; Kaunas, Šiauliai and Telšiai County 75%.
• For large enterprises: Vilnius County 40%; Klaipėda County 50%; Alytus, Marijampolė, Panevėžys, Tauragė and Utena County 60%; Kaunas, Šiauliai and Telšiai County 70%.

Activity No. 3:

• In the CWL region: small enterprises 70%; medium-sized enterprises 60%*; large enterprises 50%*.
• In the Capital region: 50%.

* +10% when employing persons with disabilities.

Requirements for applicants

• The applicant has been operating for at least 3 years.
• The applicant’s annual sales revenue for the last 3 financial years in each financial year is:
  • not less than €300,000, when the applicant is a micro or small enterprise;
  • not less than €500,000, when the applicant is a medium-sized enterprise;
  • not less than €750,000, when the applicant is a large enterprise.

Dates and terms

• The call for proposals is open until 8 April 2026.
• The project implementation period may not exceed 36 months.
